The administration recommends the Board approve the following:

 

                                    a.     18-248R4 – Revised list of Professional and Support Staff transfers effective with the 2018-2019 school year.

 

                                    b.     18-454 - Jessica Boandl a paid leave of absence, for medical reasons, beginning October 18, 2018, through November 13, 2018, and an unpaid FMLA leave of

                                            absence from November 14, 2018, through November 15, 2018.

 

                                    c.     18-456 – Revised Master District Volunteer List for the 2018-2019 school year.

 

d.    18-461 - Jacqueline Grady a paid childbearing leave of absence, beginning November 19, 2018 through January 4, 2019, and an unpaid FMLA childrearing leave beginning January 7, 2019 through January 17, 2019, with insurance, as per Federal Government regulations.

 

                                    e.     18-464 – Additions and Deletions to the Substitute Listing for the 2018-2019 school year.

 

                                2.         Roll Call Vote

 

      The administration recommends the Board approve the following:

 

a.     18-451 - Ryan Leitch, Long Term Substitute Math Teacher at the Middle School, effective for the second semester of the 2018-2019 school year.  His salary will

        be $278.48 per diem, based on a Bachelor’s +15 degree and Step 1.

 

b.     18-457 - Additions to the extra-curricular staff members and stipends for the 2018-2019 school year.

 

c.     18-458 - Additions to the athletic coaching staff members and stipends list for the 2018-2019 school year.

 

d.    18-459 - Matthew Sawarynski and Jason Williamson to attend the annual PASBO Conference in Hershey, Pennsylvania, from March 5 – March 8, 2019, at an approximate cost of $2,000.00.

 

e.     18-462 - Revised Community Education Fall 2018 roster of instructors and stipends for the 2018-2019 school year.

 

f.     18-465 - Donna Teklits to attend The PA Association of School Personnel Administrators annual state conference on February 27, 28, and March 1, 2019, at       the Sheraton Harrisburg-Hershey at an estimated cost to the District of $788.50.

 

                                    g.     18-466 - Attendance of Ms. Kimberly Mooney at the 2018 PA Principals Conference in Hershey, Pennsylvania, on October 14-15, 2018, at an approximate

                                            cost of $567.00.  This amount is included in the 2018-2019 Board approved curriculum budget.

 

                                    h.     18-467 - Mrs. Christina Thrash and Mr. Gene Thrash to plan, coordinate, and offer the student Education First Educational Tour for approximately 20 students to

                                            the areas of England, Scotland, and Ireland to occur during the Summer of 2020. There will be no cost to the District for this trip.

 

                                    i.      18-468 - Attendance of Dr. Lori Kuhns at the 2018 PA Education for Children and Youth Experiencing Homelessness Conference in Harrisburg, Pennsylvania, on

October 24-25, 2018, at an approximate cost of $584.72.  This amount is included in the 2018-2019 Board approved curriculum budget.

 

                                    j.       18-475 - Elizabeth Kish, Short Term Substitute Kindergarten Teacher at George Wolf Elementary School, effective on or about November 2, 2018, through on

                                             or about March 15, 2019.  Her salary will be $150 per diem, no benefits.

 

                                    k.      18-476 - Tina Vozzo, 1:1 Instructional Assistant at the High School, effective on or about October 9, 2018, pending receipt of proper documentation.  Her salary

                                             will be $12.59 per hour, 80% of the position rate, with benefits, in accordance with the Collective Bargaining Agreement between NASD and NAESPA. 

 

                                    l.       18-477 - Nicole Pryce, Instructional Assistant at the High School, effective on or about October 1, 2018, pending receipt of proper documentation.  Her salary

                                             will be $14.95 per hour, 95% of the position rate, with benefits, in accordance with the Collective Bargaining Agreement between NASD and NAESPA.

 

                                    m.     18-478 - Lloyd Graff, Hall Monitor at the High School, effective on or about September 25, 2018, pending receipt of proper documentation.  His salary will be

                                             $12.59 per hour, 80% of the position rate, with benefits, in accordance with the Collective Bargaining Agreement between NASD and NAESPA. 

 

                                    n.      18-482 - Megan Gogal, Special Education Instructional Assistant at Lehigh Elementary School, effective on or about October 9, 2018, pending receipt of

                                             proper documentation.  Her salary will be $12.59 per hour, 80% of the position rate, with benefits, in accordance with the Collective Bargaining Agreement

                                             between NASD and NAESPA. 

 

             B.        Policy

 

                        The administration recommends the Board approve the following:

                        The administration recommends the Board approve the following:

 

1.   18-455 - A three (3) year contract with Environmental Abatement Associates, Inc., (EAA) of

Kingston, Pennsylvania, to provide the necessary testing and monitoring for asbestos in all buildings in compliance with the Asbestos Hazards Emergency Response Act (AHERA) effective May 2019 through April 2022 with a 0% increase as follows:

 

                                 Semi-Annual Surveillance (5 x $720)........................... $3,600.00

                                 One Time Reinspection................................................ $1,440.00

                                 Additional Air Monitoring & Project Management..... $        75.00

                          2.  18-481 - The five (5) year service agreements with Eastern Time of Allentown, Pennsylvania, for service and inspections of the fire alarm systems at Franklin Elementary School and the Washington Building effective November 1, 2018, through October 31, 2023, at an initial rate of $356 per year for Franklin Elementary School and $356 for Washington Building for a total of $712 with a 1.75% increase in each consecutive year.

 

            D.        Finances

 

                        The administration recommends the Board approve the following:

 

1.         18-460 - BerkOne Inc., Bethlehem, Pennsylvania, to prepare and mail the homestead applications on behalf of Northampton Area School District in accordance with Act 72 of 2004 and Act 1 of 2006 at a rate of $0.3383 each.

 

2.         18-463 – Treasurer’s report.

 

                        3.     18-473 – Bills for Payment.

 

                        4.     18-474 – End User Agreement with Emerald Data Solutions, Inc., to provide BoardDocs at a cost of $10,500 annually.

 

                                5.     18-483 - A five-year contract with PowerSchool to provide TalentEd Hire and TalentEd Onboard at an initial cost of $11,000 with 3% annual increases for the

                                subscription and a one-time implementation fee of $4,500 for implementation support and training.

 

 

            E.        Miscellaneous

 

                        The administration recommends the Board approve the following:

 

1.         18-452 - Accept, with appreciation, the donation of children’s fall/winter coats for students in need at George Wolf Elementary School, the Borough Elementary Schools, Moore Elementary School, and Lehigh Elementary School from St. Nicholas Knights of Columbus, Walnutport, Pennsylvania.

 

2.         18-470 - Special Education Services for Students with Special Needs provided by Colonial Intermediate Unit 20 in an amount not to exceed $5,500.00 which amount is included in the Board approved 2018-2019 budget.

 

3.     18-471 – Release of FAPE Letter for a special education student.

 

4.     18-472 – Additions and deletions to the First Student Drivers/Operators list for the 2018-

        2019 school year.

 

5.     18-479 – Contracts for Ms. Erika Condomitti and Ms. Anna Gocek to provide Homebound

        Instruction for a Northampton Area School District student at a cost not to exceed

        $19,000.00

 

6.     18-480 – Behavioral support services for Special Needs students at a cost not to exceed

        $38,784.60 and paid for out of ACCESS funds.
