A.        Personnel

                        1.  Voice Vote

 

                  The administration recommends the Board approve the following:

 

                        a.   19-340 – Resignation of Joshua May from the position of Special Education Teacher at the Middle School, effective June 26, 2019.

 

                        b.   19-342 - Revised job descriptions for the following positions: Athletic Director, Assistant to the Athletic Director, Athletic Office Secretary, Head Coach and Assistant Coach, effective July 15, 2019.

 

                        c.   19-344 – Resignation of Ricky Knecht from the position of Northampton Area School District Police Officer, effective at the end of the day July 31, 2019.

 

                        d.   19-353 – Support Staff transfers effective with the 2019-2020 school year.

 

                        e.   19-364 - Employee #3459 a paid childbearing leave of absence beginning on or about August 19, 2019, through on or about September 30, 2019, and an unpaid FMLA childrearing leave of absence beginning October 1, 2019, through on or about January 5, 2020, with insurance.

 

 

                        2.  Roll Call Vote

 

                        The administration recommends the Board approve the following:

 

                        a.   19-272R1 - Revised list of teachers, nurses and 1:1 Instructional Assistants to provide Extended School Year (ESY) and Chapter 15/Section 504 Services for the summer 2019.

 

                        b.   19-345 – A three (3) year contract for Michael Renner as a School Police Officer for the Northampton Area School District Police Department at an initial salary of $41,000.00, for a term beginning July 1, 2019, through June 30, 2022, subject to the terms and conditions contained therein.

 

                        c.   19-346 - Lindsay Fetterhoff, TPE Elementary Teacher at Lehigh Elementary School, effective August 19, 2019, pending receipt of proper documentation.  Her salary will be $53,555.00, with benefits, based on a Bachelor’s +15 degree and Step 1, per the Collective Bargaining Agreement between NASD and NAEA.

 

                        d.   19-347 - Continuation of the Community Education Program, with Sandra Bischof as Coordinator of the Program, for the 2019/2020 school year.  Also, approve the list of anticipated Community Education classes and Roster of Instructors with Stipends for Fall 2019.

 

                        e.   19-348 – Jessica Lopez, Special Education 1:1 Instructional Assistant at the Middle School, effective August 19, 2019.  Her salary will be $13.89 per hour, with benefits, in accordance with the ESPA Agreement.

 

                        f.    19-349 - Devin Hallquist, PE Autistic Support Teacher at the Middle School, effective August 19, 2019, pending receipt of proper documentation.  Her salary will be $56,610.00, with benefits, based on a Bachelor’s +15 degree and Step 6, per the Collective Bargaining Agreement between NASD and NAEA.

 

                        g.   19-350 - Michael Gurdineer, PE Social Studies Teacher at the Middle School, effective August 19, 2019, pending receipt of proper documentation.  His salary will be $67,888.00, with benefits, based on a Master’s +18 degree and Step 10, per the Collective Bargaining Agreement between NASD and NAEA.

 

                        h.   19-355 - Rachel Fackenthall, Long Term Substitute Grade 4 Elementary Teacher at Siegfried Elementary School, effective August 19, 2019, through the first semester of the 2019-2020 school year.  Her salary will be $280.61 per diem, based on a Bachelor’s degree and Step 1.

 

                        i.    19-357 – Douglas Matz, Study Hall Instructional Assistant at the High School, effective August 19, 2019.  His salary will be $15.52 per hour, with benefits, in accordance with the ESPA Agreement.

 

                        j.    19-362 – Jacob Hunsberger Special Education Instructional Assistant at the Middle School, effective August 19, 2019.  His salary will be $13.07 per hour, with benefits, in accordance with the ESPA Agreement.

 

                        k.   19-363 - Michael Papay, PE Special Education Emotional Support Teacher at the Middle School, effective August 19, 2019, or upon release from present employer.  Approval is also pending receipt of proper documentation.  His salary will be $75,422.00, with benefits, based  on a Master’s +45 degree and Step 11, per the Collective Bargaining Agreement between  NASD and NAEA. 

 

 

            B.        Policy

 

                        The administration recommends the Board approve the following:

 

                        1.   19-358 - Suspension of the procedure set forth in Board Policy 003 that requires a review of a proposed new policy at a Board workshop or regular Board meeting prior to adoption of the policy at a subsequent Board meeting; and in lieu of such procedure, approve the adoption of proposed Policy 628 under a separate motion and based upon the review of the proposed Policy 628 by the Policy Review Committee at its meeting on July 11, 2019, as well as the Board’s review of the proposed policy at the same meeting in which the Board votes on the Policy’s adoption.  This suspension of the procedures for policy review shall remain in effect only for the Board meeting on July 15, 2019.

 

                        2.   19-359 - Policy 628 that sets forth the right of the School District to appeal any assessment within its jurisdiction in the same manner, subject to the same procedure and with like effect, as if the appeal were taken by a taxable person with respect to the assessment of that person’s property.

 

 

 C.        Finances

 

                        The administration recommends the Board approve the following:

 

                        1.   19-351 - The following Public Official Bonds through Willis of Pennsylvania, Inc. with Fidelity & Deposit Company of Maryland as the carrier:

                       

                                    Assistant Board Secretary (Denise Vilkauskas), 1-year term, 7/1/19-6/30/20, $25,000 limit – $88.00

                                    Board Treasurer (Dawn Nickischer), 1-year term, 7/1/18-6/30/19, $25,000 limit - $150.00

 

                        2.   19-352 – Treasurer’s Report.

 

                        3.   19-356 – Bills for Payment.

 

                        4.   19-360 - Terms of Engagement (the Agreement) entered into between Keystone Realty Advisors, LLC, (the Consultant) and Northampton Area School District, (the Client) for a term commencing on July 8, 2019 to August 1, 2022 under which Consultant shall provide, for the fees set forth in the Agreement and subject to the terms and conditions set forth in the Agreement, an ongoing review of the property tax assessment of real estate parcels located in the School District with the intent of identifying properties which may warrant review by the School District and its attorney for consideration of a School District initiated tax appeal (“reverse appeal”).

 

                        5.   19-361 - Attorney Engagement Letter (the Agreement) entered into by and between C. Steven Miller, School District Solicitor, Raymond P. Wendolowski of  Fellerman & Ciarimboli PC (the Attorneys) and Northampton Area School District, (the Client) for the purpose of filing and representing the School District for tax assessment appeals (commonly called reverse appeals) and for other tax assessment related matters.

 

 

            D.        Miscellaneous

 

                        The administration recommends the Board approve the following:

 

                              1.   19-322R – Secondary and Elementary School Handbooks for the 2019-2020 school year.
