Regular Board Meeting of April 21, 2003







Mr. Collins gave the Policy Committee report, Mr. Fritz gave a brief update on contract negotiations, Mr. Rank gave the Facilities Committee report, Mrs. Leibenguth gave the Technology Committee report, Mr. Politi gave the NCC report, and Ryan Collins reported on Student Council activities.  Mr. Falstich presented certificates of achievement to students from VICA, FBLA and The Courier in honor of their accomplishments.  Mr. Fritz introduced Dr. Angelo Senese as the new Superintendent of Schools and welcomed him.  He thanked the Search Committee for their diligence.

The Board approved the following:

÷   Two (2) days of dock pay for John Becker, Health/Physical Education Teacher at the Senior High School, for May 8 and 9, 2003.

÷      Unpaid leave of absence of Sarah Fanelli, Grade 1 Teacher at Lehigh Elementary School, effective for the 2003-04 school year.

÷      Unpaid FMLA leave for child bearing/child rearing for Kathleen Nota, Kindergarten Teacher, effective the beginning of the September 2003-04 school year.  Ms. Nota anticipates her return to the classroom on or about December 1, 2003.

÷      One and one-half (1-1/2) days of dock pay for Jill Rider, instructional assistant at the senior high school and middle school, for March 18 and p.m. April 8, 2003.

÷      Resignation of Douglas Schmidt, Middle School Supply Room Coordinator, effective June 30, 2003.

÷      One and one half- (1-1/2) days of dock pay for Theresa Rapp, hall monitor at the senior high school, for March 13 and 28, 2003.

÷      Paid FMLA leave of absence for Gene Kunkle, custodian at the middle school, effective May 2, through June 23, 2003.  Also, unpaid FMLA for the period of June 24 through June 30.  He anticipates his return to his position of custodian July 1, 2003.

÷      Resignation of Sandra Paul, Instructional Assistant at the Senior High School, effective the PM of March 24, 2003.

÷      One and one half (1 1/2) days of dock pay for Deborah Hinman, Secretary for Special Education in Central Administration, for March 27 p.m. and March 28, 2003.

÷      Three (3) days of dock pay for Kathy Donnangelo, Teacher at Lehigh Elementary, for April 15, 16, and 17, 2003.

÷      Additions to the Volunteer Listing.

÷      Resignation of Rebecca Lapic, French Teacher at the Senior High School, effective immediately.

÷      Five-day unpaid suspension for Sandra Paul, Study Hall Monitor at the Senior High School, for March 17 - 21, 2003.

÷      One (1) day of dock pay for Wilbur Bullsnake, Custodian at Lehigh Elementary, for June 25, 2003.

÷      Five (5) additional days of unpaid leave for Wilbur Bullsnake, custodian at Lehigh Elementary, for June 2-6, 2003.

÷      Unpaid leave of absence for Joette Bindics, Instructional Aide in the Borough, for a period on or about May 2 - 23, 2003.

÷      Additions and deletions to the Substitute List, effective April 22, 2003.

÷      Appointment of Stacy M. Gober, Business Administrator, as Privacy Officer and the Trust Secretary as the contact person for the districtĺs health plans in compliance with the provisions of the privacy rule of the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

÷      Adoption of the resolution complying with the provisions of the privacy rule of the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

÷      One (1) day of dock pay for Maria Stenack, Instructional Assistant at the Middle School, for April 17, 2003.

÷      Twelve positions for the 2003 Special Education summer program based on projected enrollments to be funded from IDEA Flow Through monies and tuition for summer school courses.

÷      Participation of three NASD teams at the State Odyssey of the Mind competition in Altoona, PA on April 12, 2003 at a cost not to exceed $2,664.75.

÷      Additions of the following staff to the Athletic Events listing for the 2002-03 school year: Jesse Holencik - Weight Room Supervisor (Presently Asst. Football Coach) and Jaclyn Welsh - Game Help (Presently Teacher at the Middle School).

÷      Voluntary transfer of John Wunderler to Maintenance/Carpentry position, effective April 22, 2003.  Compensation will be in accordance with the current collective bargaining agreement.

÷      Permission by the Board, in the event the vacant Utility position is filled via an internal transfer, to start the individual as soon as possible following the necessary posting, with the retroactive action occurring at the May board meeting.

÷      Attendance of Kurt Paccio, Director of Technology, at the National Education Computing Conference in Seattle,  WA June 29 - July 2, 2003 at an approximate cost of $1,542.00.

÷      Linda H. Deurer as a Half-Time (TPE) Family/Consumer Science Teacher at the Senior High School, effective March 13, 2003, for the 2003-04 school year.   Her salary will be $36,150.00, prorated, with benefits and is based on a BA Degree and Step 1 - Year 1 of the current Salary Schedule.

÷      Waiver of Policy 4:02 for Mr. Charles Metroke to pay him a per diem wage of $208.24 for the period of on or about May 1 - June 13, 2003.

÷      Deborah Fornos as a Cafeteria Monitor at the Senior High School, effective April 22, 2003.  Compensation will be $5.82/hour no benefits.

÷      Paul Marcinkowski as the Athletic Trainer under the terms of the contract.  Compensation will be $37,363 with all the insurance and leave benefits except sabbatical leave as set forth in the present contract with the Northampton Area Education Association.

÷      Doreen Ifkovits as a substitute teacher at Lehigh Elementary from on or about April 4 through the end of the 2003-04 school year.  She will continue at the per diem wage of $192.29/day, with benefits.

÷      Terry Johnson as the Head Football Coach with 8 yearĺs experience at a compensation of 100% of the current district supplemental reimbursement totaling $9,666.00.

÷      Attendance of William C. Hirst, Head Swimming Coach, at the ôPHSSCAö Coaches Clinic May 13-14, 2003 in Indiana, PA at a cost to the District of $400.00.

÷      Student Summer Help and compensation rates for summer 2003.

÷      Attendance of the Middle School Odyssey of the Mind team at the OM World Competition in Ames, Iowa at a cost not to exceed $7,560.00.

÷      Appointment of Dr. Angelo R. Senese as Superintendent of Northampton Area School District for a term beginning July 1, 2003 through June 30, 2008 and approve a contract for employment for an initial salary of $127,500 subject to the terms and conditions contained therein.

÷      Adoption of New Policies: 102 - Educational Goals and 126 - Class Size; Replacement Policies: 101- Mission/Beliefs, 229 - Student Fund Raising, 903 - Public Participation in Board Meetings, 904 - Public Attendance at School Events, and 917 - Parent/Family Involvement; and Elimination of Policies 1:04 - Traffic Regulations - George Wolf Elementary School, 1:05 - Traffic/ Parking Regulations - Junior and Senior High Schools, and Section 2:00 - Administration, effective April 22, 2003.

÷      Change order #2 for Deco Management at the HS Stadium in the amount of $10,000 for relocating the storage tank due to the Atlas remains.

÷      Earth Engineering, Inc to perform geotechnical services at the Schwartz Farm at a cost not to exceed $19,000.

÷      Change order #3 for Deco Management at the HS Stadium in an amount not to exceed $20,000 for filling of voids created from the Atlas foundations.

÷      Right of way agreement with PPL Electric Utilities for one anchor guy overhead near Laubach Avenue.

÷      Extension of the Agreement of Sale for the Schwartz Property to June 30, 2003 due to ongoing discussions with Allen Twp. 

÷      Acceptance of the PDE approval of PlanCon Part K: Project Refinancing for the 2002 Refunding Issue which refunded the 1998 Series.  This approval certifies the temporary reimbursement rate on lease number 2498 as 36.83%.

÷      Resolution adopting the Northampton Community College budget for 2003-04 in the amount of $30,040,334, representing an increase of 3.47%. Northampton Area School Districtĺs share of this budget is $593,923, an increase of 6.55%.

÷      Adoption of the Colonial Intermediate Unit #20 General Operating Budget of $2,310,910 for 2003-04. Northampton Area School Districtĺs contribution to this budget is $33,594.

÷      Authorization for the administration to prepare and solicit bids for the following FY 2003-04 services and supplies: Maintenance/Janitorial Supplies, Instructional/General Supplies, Athletic Supplies, Gasoline/Diesel, and Fuel Oil/Natural Gas.

÷      Bills for Payment.

÷      Treasurerĺs Report.

÷      Tax Exonerations.

÷      2002-2003 Budget Transfers.

÷      Reappointment of Linda Mann, Clerk in the Business Office, as the Tax Collector for Bath Boro and Chapman Boro, as well as Allen Township and East Allen Township, due to the decision of the Allen Township and East Allen Township tax collectors to relinquish their right to collect 2003-04 NASD taxes.

÷      Three (3) year agreement with Hutchinson, Gorman & Freeh to provide Auditing Services from July 1, 2003 through June 30, 2006, in the amount of:

÷      Adoption of the 2003/2004 school calendar.

÷      Three Year Technology Plan.

÷      Addition of a Middle School Coed Cross Country team to our Athletic Program at an estimated cost to the district of $1,200.00 for participation in the Lehigh Valley Conference starting in the 2003-04 school year.

÷      Change of 181 instructional days to 180 instructional days for the 2002-2003 school year.

÷      Direct the solicitor to take such legal action as determined appropriate against the petitioners and any other parties determined legal responsible for any and all costs, fees and loss to the school district as a result of the frivolous and vexatious filing of Department of Community and Economic Development complaint No. LUGDA 91.
