Regular Board Meeting of May 12, 2003

Mrs. Ritter was honored and recognized for her appointment as the PA PTA president.  Cake and punch were served following the meeting.  Joseph Kovalchik presented the revised Drug and Alcohol Administrative Regulations.  Barbara Carrington gave a brief overview of the activities for Better Hearing, Speech and Language Month.  Kim Davis presented the state peer helper award to Jamie Schoenberger.  Mr. Collins gave the Policy Committee and CIU20 reports, Mr. Martin gave the Meet and Discuss Committee report, Mr. Rank gave the Facilities Committee report, Ms. Wolfel gave the Act 93 Committee report, Mrs. Leibenguth gave the Technology Committee report, Mr. Fritz reported on the ongoing contract negotiations, and Ryan Collins and Lisa Bogdanski reported on Student Council activities.  

The Board approved the following:

÷  Resignation of Barbara Toth, Cafeteria Monitor at the Middle School, effective June 7, 2003.  Her last day of work will be June 6, 2003.

÷ Additions to the Volunteer Listing.

÷     Two days of dock pay for Joanne Bryant, Grade 2 teacher at Lehigh Elementary, for April 29 and May 8, 2003.

÷  One half-day of dock pay for Deana Ferry, At-Risk Coordinator at the Senior High School, for the a.m. April 22, 2003.

÷  One and one-half days of dock pay for Elizabeth Kokolus, Instructional Assistant at George Wolf, for a.m. May 12 and May 14, 2003.

÷      One and one-half days of dock pay for Rochelle Latteman, Technology Office Assistant in Central Administration, for p.m. June 20 and June 23, 2003.

÷      One day of dock pay for Pambi Longley, Instructional Assistant at Franklin Elementary, for April 30, 2003.

÷      One day of dock pay for Margaret Archer, Instructional Assistant at Franklin Elementary, for May 6, 2003.

÷      Resignation of Rebecca Balog from the position of Debate Advisor, effective June 30, 2003.

÷      Linda H. Deurer, half-time (TPE) Family/Consumer Science K-12 teacher at the senior high, effective March 13, 2003, for the 2002-2003 school year.   Her salary will be $36,150.00, prorated with benefits and is based on a BA Degree and Step 1 - Year 1 of the current Salary Schedule.

÷      Appointment of Rose M. Roberts as Board Treasurer for the term of July 1, 2003 through June 30, 2004.

÷      Attendance of Rebecca Stroup, Biology and Physical Science Teacher at the Senior High School, at the Mammalogy and Field Research Techniques Seminar at Kettle Creek Lodge, Potter County, PA July 7-9, 2003 with the cost to the district not to exceed $385.00.

÷      Attendance of Linda Zehner and four yearbook students at the Jostens Summer Conference at Gettysburg College August 3-6, 2003 at a total cost to the district not to exceed $2,250.00.

÷      Attendance of Roger Firestone, Richard Silvius and a female chaperone at the Computer Fair State Finals May 19-20, 2003, along with four students, in Carlisle, PA at a maximum cost to the district of $200.00.

÷      David Jones as a Technology Technician, effective May 13, 2003.  His salary will be $13.60 with benefits and in accordance with the salary schedule of the current collective bargaining agreement.

÷      Attendance of Paul Marcinkowski, Athletic Trainer, at the National Athletic Trainers Association Meeting and Clinical Symposia in St. Louis, MO June 24-28, 2003 at a total cost to the district not to exceed $1,128.00.

÷      Attendance of Craig Mogel at the Watershed and Conservation Workshop at Juniata College June 23-27, 2003 at a total cost of $492.00.

÷      Adjustment to compensation to Step 3 - $5.75/hour, no benefits for the following student summer maintenance workers: Robert Pristash, Keith Knoblach, and Anthony Colarusso.

÷      Listing of professional staff and their reimbursement based on the current Supplemental Reimbursement for Extra Services - Curriculum and Instruction for the 2002-2003 school year.  Effective date of program will be June 27 through August 8, 2003.

÷      Attendance of Dr. Kathleen E. Ott at the Schools That Learn Conference in Manhattan, NY June 30-July 2, 2003 at a cost of $1,199.00.

÷      Attendance of Tim Caffrey at the State Special Olympics at Penn State University June 5-8, 2003 at no expense to the district.

÷      Revised Drug and Alcohol Administrative Regulations effective beginning with the 2003-2004 school year.

÷      Awarding of lightning protection system at Moore Elementary to Warrenĺs Lightning Protection Company at a cost of $41,200.

÷      Authorization for the administration to prepare PlanCon Parts C-F for the construction of a new HS, Project No. 2943.

÷      Authorization for the administration to submit PlanCon Part I: Interim Reporting - Submittal No. 3 for Moore Twp. Elementary Project No. 2498.

÷      Deed of conveyance for the property known as the Central Building, 1503 Main St, Northampton, which shall be deemed unused and unnecessary property, to the Borough of Northampton for consideration of one dollar.

÷      Adoption of the 2003-04 General Fund Preliminary Budget with revenues of $56,886,483 and expenditures of $56,886,483.  This budget is supported by an increase of 3.76 mills.

÷      Adoption of the resolution to implement a Property Tax Rebate program for qualified district homeowners for the 2003-04 school year.

÷      Bills for Payment.

÷      2002/2003 Budget Transfers.

÷      Public Official Bonds through John Yurkonic Insurance Agency, with Ohio Casualty Insurance Company as the carrier, effective July 1, 2003 as follows: Assistant Board Secretary (Pat Brusko), 1-year term, 7/1/03-6/30/04, $25,000 limit - $66; Board Treasurer (Rose Roberts), 1-year term, 7/1/03-6/30/04, $25,000 limit - $113.

÷      Agreement with Preferred EAP, Allentown, as the Districtĺs employee assistance provider for the period July 1, 2003 through June 30,2004 at the following rate:

   Utilization <3.0%, $16.50 per employee per year

   Utilization between 3.1% and 6.0%, $19.50 per employee per year **

   Utilization >6.1%, $22.50 per employee per year

÷      Contract with Lehigh Valley Physicians Group to act as the school doctor for a three-year period beginning July 1, 2003 through June 30, 2006.

÷      Northampton Area School District Summer School Program tuition increase of $10 per six-week session.

÷      Awarding of FY2003-04 Supplies and Equipment bids for art, audio visual, cleaning, custodial, general supplies, general art, health, industrial arts, phys. ed., computer and duplicating to the various vendors at a total cost of $206,844.57.

÷      Exemption from the schoolĺs final examination in that AP course for all students who take the Advanced Placement (AP) examination in coordination with the AP course for which they are enrolled.

÷      Special Education Plan for submission to PDE.
