School Board Meeting

At the regular meeting of the Board of Education, Susan Werkheiser presented Moore Elementary School’s program Reading to Dogs. Brian Williams, Executive Director, presented the Bethlehem Area Vocational Technical School’s 2007-08 budget. Mrs. Erdo presented the Legislative report. Mr. Gogel presented the BAVTS and Facilities Committee reports. Brittney Hein, Student Council Representative, presented an update on Student Council activities.
The Board approved the following:
Termination of John Onulack, Utility Person, effective March 5, 2007.
Revised job description for the Secretary to the Assistant Superintendent for Personnel and General Administration.
Termination of Lisa Tarloff, Hall Monitor, effective February 6, 2007.
Addition to the District Volunteer master listing for the 2006-07 school year: Kristen Sommer – Lehigh.
Resignation of Margaret Pendergrass, Instructional Assistant, for the purpose of retirement, effective June 8, 2007, or the last day of the 2006-07 school year.
Additions and deletions to the Substitute List.
Resignation of Terry Johnson, High School teacher and Head Varsity Football Coach, effective March 7, 2007.
Marisa McGinley as a LTS Special Education Teacher in the Middle School, effective March 26, 2007, through the end of the 2006-07 school year. Her salary will be $41,700.00, pro-rated with benefits, based on a BA+15 degree and Step 1, Year 1 of the current salary schedule.
Craig Schutts as a LTS Elementary Teacher at Lehigh Elementary School, effective March 20, 2007, through the end of the 2006-07 school year. His salary will be $217.55 per diem, without benefits.
Compensation plan with the Northampton Area Act 93 Administrators for the term July 1, 2007 through June 30, 2010.
Attendance of Nancy Godiska, Speech and Language Teacher, at the PSHA Convention in State College, PA, from March 21-24, 2007, at an approximate cost of $555.00.
Theresa Robinson as a LTS Guidance Counselor, effective April 3, 2007, through the end of the 2006-07 school year. Her per diem rate will be $236.17, no benefits, based on a Masters +15 degree and Step 1, Year 1 of the current salary schedule.
Attendance of Andrew Lukievics, NovaNET teacher, at a two-day workshop held in Glouster, NJ on March 28-29, 2007, to give presentations on NovaNET. The only cost to the district would be $200.00.
Three (3) year contract with Environmental Abatement Associates, Inc (EAA) to provide the necessary testing and monitoring for asbestos in all buildings in compliance with the Asbestos Hazards Emergency Response Act (AHERA) effective March 2007, through September 2009, as follows: Semi Annual Surveillance - $720, Reinspection - $1,440, Additional Air Monitoring & Project Management - $75/hour, and Other Services - $65/hour plus lab costs & equipment fees.
Authorization for the administration to submit PlanCon Part G: Project Accounting Based on Bids for the Wolf Elementary School Renovation/Addition Project No. 3311 to PDE.
Authorization for the administration to submit PlanCon Part H: Project Financing for the G.O. Bonds Series 2003 for the Wolf Elementary School Renovation/Addition Project No. 3311 to PDE.
Adoption of the Act 24 Resolution to repeal the occupation assessment tax to be replaced with an increased earned income tax at a maximum school district rate of 0.7% and a total rate of 1.2% for those taxpayers residing in the Northampton Area School District, Allen Township, East Allen Township, Lehigh Township, Bath Borough, Chapman Borough and Northampton Borough and from a rate of 1.25% to a new maximum rate of 1.45% for those taxpayers residing in the School District and Moore Township in accordance with The Local Tax Enabling Act, 53 P.S. § 6901 et seq., and the Optional Occupation Tax Elimination Act, 53 P.S. § 6927.1 et seq. effective July 1, 2007.
Adoption of the 2007-08 Colonial IU20 General Operating Budget in the amount of $2,746,420, with the NASD portion of $36,797.33 required to fund the budget.
Apple Computer to provide professional services, consultation, and implementation of a laptop system deployment at an estimated cost of $3,600 ($1,800 per day x 2 days).
Authorization for the participation of Northampton Area School District in the Coalition for Tax Fairness as proposed by the Saucon Valley School District and the Lehigh Valley Association of Realtors.
Authorization for the agreement with CenterPoint Energy Services, Inc to provide for the purchase and sale of natural gas as a commodity for the District following review and approval of the terms by the District solicitor.
Bills for Payment.
Nancy Collings to serve as a translator for the School District when dealing with families who speak Mandarin or Cantonese with a professional fee for services of $70 to arrange and attend a family meeting of up to two hours.
Changes in the 2006-2007 calendar:
- May 25, 2007 - Regular day of school for all students
- June 1, 2007 - Designate as an Act 80 Day (High School only) for grade 11 students to present their graduation projects. Students in grades 9, 10, and 12 will not report to school that day.
