At the regular meeting of the Board of Education, the Board approved the following:

·         Professional status and tenure for the following teachers who have completed three years of teaching and have received six satisfactory evaluations:

·         Amanda Roberts, Short Term Substitute Kindergarten Teacher at Franklin Elementary, effective on or about March 25, 2013, through the end of the 2012-2013 school year, at the per diem rate of $125.00, without benefits.

·         Resignation of Melinda Amsden, Grade 1 Elementary Teacher, for the purpose of retirement, effective June 11, 2013, or the last teacher day of the 2012-2013 school year.

·         Edward Schoeneberger, Custodian at the Middle School, effective March 1, 2013.  His rate of pay will be $16.34 per hour, 80% of the current hourly rate, with benefits, in accordance with the Collective Bargaining Agreement between NASD and Teamsters Local 772.

·         The adoption of the following policies, effective February 12, 2013:  101 – Mission/Vision/Beliefs; 111 - Lesson Plans; 200 - Enrollment of Students; 201 - Admission of Students; 202 - Eligibility of Non-Resident Students; 202.1 - Education of Children Residing with An Adult Other Than Natural and/or Custodial Parent; and 822 – Automated External Defibrillator (AED)/Cardiopulmonary Resuscitation (CPR).

·         1.  Ratification and confirmation of making preliminary budget available for public inspection and advertising of the School Board’s intent to adopt the 2013-2014 preliminary budget.  That the School Board does hereby ratify and confirm the actions taken by the administration of making the preliminary budget for fiscal year 2013-2014 available for public inspection at least twenty (20) days in advance of adopting it and the placing of an advertisement in one or more newspapers of general circulation that advertised the School Board’s intent to adopt its preliminary budget at least ten (10) days prior to adoption.  2.  Approval of Preliminary Budget for 2013-2014.  That the School Board does approve the preliminary budget for fiscal year 2013-2014;  the Revenues and Expenditures are as follows:

The preliminary budget has been made available for public inspection at least twenty (20) days prior to adoption and public notice of the Board’s intent to adopt the preliminary budget has been given at least 10 days in advance pursuant to Act 1 of  Special Session of 2006.  3.  Approval to seek Exceptions.  That the School Board does hereby authorize the administration to seek approval from the Department of Education (Department) for certain exceptions allowed under Act 1, that if approved by the Department, will allow                the School District to increase the rate of tax levied for the support of its schools during fiscal year 2013-2014 by more than the index allowed under Act 1 of Special Session 2006.  The Board’s intent to seek exceptions shall be advertised in a newspaper of general circulation and on the District’s publicly accessible internet site at least one week prior to submitting the request to PDE.  4.  Authorization to advertise the intent to seek Exceptions:  That the School Board does hereby authorize the administration to give notice in a newspaper of general circulation and on the School District's internet site (website) of the District’s intent to seek approval from the Department for exceptions.

·         Three (3) year extension of the District’s current contract for trash removal/recycling services to Chrin Hauling, Inc.  The cost will remain at $42,969.00 per year for the term of the extended agreement starting July 1, 2013, through June 30, 2016.

·         District cellular phone service with Verizon Wireless for approximately $29,942.52 per year beginning July 1, 2013, through June 30, 2015, (2 year agreement).  This cost does not reflect E-Rate Program discounts estimated at $7,681 per year.

·         Edline, LLC d/b/a Blackboard Engage, to provide web hosting services at a cost not to exceed $5,670 per year from July 1, 2013, through June 30, 2014, with options to renew through June 30, 2016.

·         2012-2013 Budget Transfers.

·         2011-2012 Audit Report as prepared by the local auditors, Gorman & Associates.

·         Bills for Payment.

·         Nominate Jane Erdo to serve as the Northampton Area School District representative to the CIU 20 Board of Directors to serve a three-year term beginning July 1, 2013, through June 30, 2016.
