At the regular meeting of the Board of
Education, the Board approved the following:
- List of Professional and
Support Staff transfers effective with the 2013-2014 school year.
- Additions and deletions
to the Substitute Listing for the 2012-2013 school year.
- Updated job descriptions
for the following positions: Assistant Director of Special Education and Head
Secretary, effective May 20, 2013.
- Resignation of Jennifer
Gerhart as Yearbook Advisor, effective at the end of the 2012-2013 school
- The following additions
to the District Volunteer Master Listing for the 2012-2013 school year:

- Leave of Absence with
pay from sick and vacation leave, for Maria Pulli, beginning on or about
August 30, 2013, through October 18, 2013.
- Paid childbearing leave
for Jennifer Fulfaro, from accumulated sick leave, beginning on or about
September 3, 2013, through October 15, 2013, an FMLA childrearing leave, with
no pay, but with benefits, per Federal Government regulations, for the period
beginning October 16, 2013, through January 16, 2014.
- Ms. Andrea Harvey with
child, Aminah, and Mr. and Mrs. Jameel Seymour with children DeSean and
Mekayla to attend the PDE Title I State Parent Conference at Seven Springs,
PA, on July 15-17, 2013, at a cost not to exceed $1,984.00. The cost of the
conference will be covered through the Title I Parent Involvement funds.
- Tiffany Eberhart,
Assistant Director of Special Education, effective July 1, 2013. Salary will
be $89,000.00, with benefits, and in accordance with the Act 93 Agreement.
- Barbara Watkins as a
10-month District Office Secretary for the 2013-2014 school year at a total
salary of $28,726.00, with benefits, to be funded by the KtO Grant, and at no
cost to the District.
- Re-appointment of Krista
Green to Academic Literacy Coach funded by the Keystones to Opportunity Grant
– One Year Assignment, effective August 19, 2013, until the last teacher day
of the 2013-2014 school year, at no additional cost to the District.
- Teachers to provide
Extended School Year (ESY) and Chapter 15/Section 504 Services for the summer
- Nathan Strohl, LTS
German Teacher at the High School, effective August 19, 2013, for the first
semester of the 2013-2014 school year. His salary will be $46,050.00,
pro-rated, based on a Bachelor’s degree and Step 1. No benefits, August 19
through December 31, 2013, but with benefits January 1, 2014, through the last
- Marilyn Detrick, PE
Special Education Teacher at the Middle School, effective August 19, 2013.
Her annual salary will be $82,714.42, with benefits, based on a Master’s +15
degree and Step 15.
- Isidro Figueroa, LTS
Spanish Teacher at the High School, effective August 19, 2013, for the
2013-2014 school year. His salary will be $46,050.00, with benefits, based on
a Bachelor’s degree and Step 1.
- Pamela Hayford, LTS
Special Education Teacher at the High School, effective August 19, 2013, for
the 2013-2014 school year. Her salary will be $46,050.00, with benefits,
based on a Bachelor’s degree and Step 1.
- Contract for Mr. Wilfred
Williams as the Northampton Area School District School Police Officer for a
term beginning July 1, 2013, through June 30, 2014, which includes a salary in
the amount of $48,689.79, which represents a 2% increase from his 2012-2013
- Officer Wilfred Williams
for twenty (20) days of employment from the time period of June 13, 2013,
through August 9, 2013, with a stipend of $2,000.00.
- Carol Cunningham as
Acting Assistant Principal at the Borough Elementary Schools from August 1,
2013, through November 30, 2013, at a total stipend of $4,000.00.
- Superintendent of
Schools to be authorized by the Board President to sign change orders for the
new Middle School and related projects under the following conditions. (1)
The change order shall be equal to or less than $25,000. (2) It shall be
reasonably necessary that the change order be signed prior to the Board
meeting to gain an advantage for the District. (3) The change order shall be
recommended by D’Huy Engineers and KCBA Architects. (4) The change order
shall be reviewed and approved by Director of Operations (Robert Yanders) and
the Superintendent of Schools (Joseph Kovalchik). (5) The change order shall
be presented to the School Board at its next regularly scheduled or special
meeting duly advertised for approval retroactive to the date of the change
- A three (3) year
contract with Eastern Telephone and Telecommunication, Inc., (ET&T) for the
period of July 1, 2013, through June 30, 2016, at a cost of $15,780.23 per
year to service, maintain, and apply software updates to our District’s phone
systems. This is an annual reduction of $1,766.66 from the previous
- Three (3) year service
agreement for the chemical water treatment to the boiler/chiller systems at
George Wolf Elementary School, Moore Elementary School, Siegfried Elementary
School, the Middle School, and the High School to Tustin Water
Solutions of Norristown, PA, at the following cost:
2013/2014 - $2,580
2014/2015 - $2,580 (0% increase)
2015/2016 - $2,580 (0% increase)
- Three (3) year contract
with Environmental Abatement Associates, Inc., (EAA) of Plymouth,
Pennsylvania, to provide the necessary testing and monitoring for asbestos in
all buildings in compliance with the Asbestos Hazards Emergency Response Act
(AHERA) effective May 2013, through April 2016, as follows:
Semi-Annual Surveillance (5 x $720)………………$3,600.00

- Contract for Special
Education legal services with Eastburn and Gray, P.C., effective July 1, 2013.
- Renewal agreement to the
standard contract for Aramark to provide foodservice management for the
2013-2014 school year.
- Administration to pay
final invoices applicable to the 2012-2013 budget and to make necessary budget
transfers to close the fiscal year in conjunction with Gorman and Associates,
P.C., the District’s independent auditor.
- The following

Office, as the 2013-2014 NASD tax collector for Bath Borough, Chapman Borough,
Allen Township, Moore Township, and East Allen Township.
- Award the FY 2013-14
Supply and Equipment Bid for art, audio visual,cleaning, maintenance, general
supplies, general art, health, industrial arts, physical education, computer,
and duplicating to the various vendors as listed on the summary report at a
total cost of $194,622.85.
- Tax Exonerations.

- Bills for Payment.
- Alternate billing
agreement for the Northampton Community College for the 2013-2014 fiscal year.
- 2013-2014 property tax
reduction allocation at $1,466,309.93 to reduce property taxes and set the
homestead/farmstead exclusion at the same fixed amount.
